What peak normalization does
Peak normalization finds the loudest sample in your file and applies a single, constant gain so that sample lands just below full scale (−0.1 dBFS). Every part of the file changes by the same amount, so the dynamics and character of the recording are untouched — it is simply louder.

Peak normalization makes the most of the available headroom. Loudness normalization (LUFS) instead matches how loud files sound to each other, which streaming services use. For making a quiet recording as loud as it can cleanly be, peak normalization is the right tool.

Why did my file barely get louder?
Its loudest moment was already close to full volume. Remove that peak (a clap or a cough) with the MP3 cutter, then normalize again.
Does normalizing add compression or distortion?
No. It applies one constant gain to the whole file, with no compressor or limiter, so nothing is squashed or distorted.
What level is used?
−0.1 dBFS, just below the digital maximum, so that MP3 encoding cannot push any peak over the top.
